Dubai off-plan supply: check project progress before counting future handovers
Sales activity shows where to investigate. A delivery estimate also needs verified project identities, progress dates and unit-level evidence.
Madinat Al Mataar accounts for 20.3% of the off-plan-labelled residential apartment records in this quarter's sample. That concentration gives a buyer a place to begin investigating future competition. To work out when homes may enter the rental or resale market, the next step is to identify the projects and inspect dated progress information.
Between 2026-07-01 and 2026-09-30, the sample contains 6,809 records labelled Off-Plan Properties out of 9,153 residential apartment sale records. These are transactions in a sampled extract. Counting them as homes due for handover would skip the work of matching projects, checking construction and identifying individual units.
Where the sampled activity is concentrated
The table selects areas by the number of qualifying off-plan-labelled records in that window. It excludes non-numeric bedroom labels from Unit records to keep the calculation focused on residential apartments. The share denominator is the 6,809 off-plan-labelled records, not every sale in Dubai.
| Registered area | Sampled off-plan records | Share of off-plan sample | Project-name labels |
|---|---|---|---|
| Madinat Al Mataar | 1,379 | 20.3% | 55 |
| Jabal Ali Industrial Second | 665 | 9.8% | 12 |
| Wadi Al Safa 4 | 537 | 7.9% | 16 |
| Al Barsha South Fourth | 344 | 5.1% | 78 |
| Wadi Al Safa 3 | 337 | 4.9% | 32 |
| Wadi Al Safa 5 | 307 | 4.5% | 60 |
All records in the displayed rows contain a project name. Names are grouped within an area after trimming spaces and ignoring case. Separate phases, aliases and similarly named developments can still require reconciliation. The column counts labels, with no independent project-identity verification. The compact extract has neither project numbers nor unique unit identifiers.
The sample can identify where recorded buying activity warrants investigation. It cannot establish how many different apartments will become available, or how much of a development remains to be sold. Those questions require a verified inventory as well as the transactions.
Check registration stage and construction stage separately
DLD's explanation of initial registration includes both off-plan purchases and certain ready-made properties awaiting the next registration stage. A registration-stage label alone therefore cannot certify that construction is unfinished. This guide preserves the extract's Off-Plan Properties label without reclassifying individual developments.
The distinction also applies to the Existing Properties group. This calculation has not inspected a completion certificate for each record. Use a project's identity and current official progress information when the physical state of the building affects the decision.
The one-bedroom pipeline guide examines a narrower bedroom cohort. Its sales evidence still needs to be read alongside separately sourced completion information before discussing delivery.
Build a dated project check
DLD publishes project information separately from transactions, including progress and date fields. Its Project Status Enquiry accepts a land number, project number or project name. For a property under consideration, retain the official identifier and the date of the information retrieved.
- 01Match the development and phase to an official project identity. Retain the marketing name as an alias, and resolve ambiguous matches before combining records.
- 02Record the latest available official status, completion percentage and relevant inspection or update date. Check the meaning of each date and retain the source.
- 03Obtain the unit's contractual delivery terms and any subsequent written updates. Distinguish the planned completion date, official completion evidence and the buyer's actual handover record.
A completion percentage is a dated observation. Converting the remaining percentage directly into months assumes a construction pace that this dataset has not measured. A delivery forecast also needs an explicit treatment of delays and of units already completed, occupied or transferred. This article has not performed those project checks and supplies no delivery forecast.
For a buyer comparing expected rental competition, keep an evidence sheet listing the matched project, relevant unit count, expected period, date of verification and unresolved assumptions. Leave an unknown delivery date unresolved until supporting information is available. The handover inspection guide covers the separate documents needed when an individual unit reaches inspection and possession.
